At the beginning of June, the stakeholders of the project "A bioclimatic construction sector for youth employment in Benin ’’ gathered in Cotonou on the occasion of the restitution workshop, with the aim of presenting the results obtained as well as the perspectives of the project.

Started in December 2019 and ending this summer, co-financed by the European Union, the project has notably contributed to strengthen the economic integration of young people in 8 districts of Atacora and Donga during the off-season period.

The results are conclusive:
– 326 young people were trained, on construction sites and in academies,
– 82 young people were supported in entrepreneurship and self-employment
– 144,000 people were made aware of the NV concept
– 170 projects were carried out through financial incentives for eco-construction
– 8 operator partners were involved in the smooth running of the project
– more than 100 stakeholders were sensitized

Even if there is still a long way to go to register widely and sustainably the NV eco-construction sector in Benin, the prospects for development are encouraging, with in particular the implementation of the SERI (AFD financing) and ACACIAS (FFEM/PNUD financing) projects planned for the next few years.

On April 28, 2023, the AVN Benin team had the honor of receiving in its offices in Djougou the French Ambassador to Benin, Mr. Marc VIZY, and the Director of the French Development Agency (AFD) in Benin Mr. Jérôme Bertrand HARDY, accompanied by the local authorities including the prefect of the department of Donga, the Mayor of the commune of Djougou and the Departmental Director of the Republican Police.

Various topics were discussed, including the presentation of the catalogue of AVN proposals, the AVN-AFD Program Agreement having started in November 2022, the Building Energy Efficiency Plan (PEEB) drawn up by the AFD Energy Department, the ACACIAS project, the organisation of a workshop marking the end of the EuropeAid project in June and the ambitions of AVN in Benin.

The visit to a NV site under construction enabled the delegation to meet the learners and their trainer.

A new NV building for the Nongre Crafts and Culture Centre in Bolgatanga, northern Ghana, comprising a meeting room and a small library for the use of local children and their families, was completed in March this year. Their original timber and zinc roof building had been badly damaged in a storm several years ago.

Funds for the NV construction were raised by staff and students of the Faculty of Architecture at the Technical University of Vienna, and the associated Young Earth Builders group. Four architecture students from the University were involved in initial discussions about the design of the building, and also documented its construction as part of their degree work.

Construction was carried out by NV artisan builder Samuel Kogo and his team in liaison with AVN’s National Coordinator Emmanuel Atubiga. The Director of the Nongre centre, Adombila, and his staff are so pleased with this building, so much more robust and comfortable than their original one, that they hope to have a second NV built alongside it next season.

L’Association La Voûte Nubienne en collaboration avec la Direction générale de la formation professionnelle (DGFP) a organisé le 15 décembre 2022, à Ouagadougou, un atelier sur la formation et l’insertion professionnelle durable au profit d’une cinquantaine de personnes.

Cet atelier a été financé dans le cadre du projet PAFPA et visait à :
– Sensibiliser les participants aux principaux enjeux de la formation professionnelle et de l’emploi vert et durable au Sahel ;
– Présenter aux participants, en réponse à ces enjeux, le contenu et les grandes lignes d’un document stratégique élaboré par AVN en collaboration avec la DGFP ;
– Débattre des opportunités/menaces pour la mise en œuvre de cette stratégie
– Permettre aux participants de mieux situer leur implication possible dans la mise en œuvre de cette stratégie (financement, institutionnalisation, certification etc.)

Cet atelier a regroupé l’équipe nationale du projet, les partenaires impliqués dans la conception et la rédaction de la note stratégique ainsi que les partenaires techniques et financiers soit divers représentants ministériels (emploi, formation professionnelle, environnement), bailleurs et ONG. Il a réuni 45 participants dont 8 participants AVN.

Cet atelier a été un succès tant sur les présentations effectuées, les retours, débats et échanges, que sur l’impact obtenu en terme de communication pour AVN (visibilité accrue, reconnaissance du programme, présence de bailleurs significatifs pour la levée de fonds).

AVN souhaite encourager la mise en œuvre de ce type d’atelier/table ronde multi-acteurs sur les enjeux de la formation professionnelle et de l’emploi durable dans d’autres pays, de poursuivre l’institutionnalisation de la formation professionnelle (certification CQB/CQP, inclusion des parcours de formation pro VN dans les documents stratégiques nationaux..) et la reconnaissance de la filière éco-construction VN, pour une meilleure adhésion des grands bailleurs internationaux finançant nationalement formation professionnelle et emploi.

As part of a synergy being established with the programme of the Cross-Border Biosphere Reserve of the W-Arly-Pendjari region (RBT-WAP), the AVN-Benin team organized an on-site visit with partner NGOs of the Reserve, followed by a working session.

The visit of 5 NV buildings (housing, livestock and traditional ceremonial buildings of the Natimba people called "Tata Vaults") and the meeting with NV market stakeholders (NV clients and masons) allowed participants to learn more about the NV technique and its advantages, and to be reassured about the cost savings compared to other construction methods.

The reflection on possible partnerships is in progress. An NGO (Espace Vert) has already expressed its interest in the choice of NV in their construction projects in the municipality of Kèrou. RBT-WAP supports this approach and remains convinced of the relevant responses (adapted buildings, training and green jobs, rural development) provided by the AVN programme to solve the problems faced by populations living on the outskirts of the parks.

Rallier Crozon (Finistère, France) et le Cap de Bonne-Espérance (Afrique du Sud) à vélo, en autonomie, et en explorant tout au long de sa route l’habitat et ses diversités, voilà l’objectif du périple de Thibault Briquet à travers son projet AfricAbitat initié en octobre 2021.

Après avoir sillonné le Maroc, le Sahara occidental et la Mauritanie, le jeune breton s’est intéressé au Sénégal, et notamment au Fouta, où il a observé les constructions VN et le programme mis en œuvre par Le Partenariat et AVN dans cette région.

The official launch of the DEFI-VN project took place in Dakar on March 22nd in the presence of many institutional personalities, including Pierre Bédier, President of the French Department of Yvelines, MM. Mamadou Talla, National Education Minister, representatives of the Directorate for School Construction and of the French Development Agency (AFD).

This project, co-financed by the AFD via la Facilité de financement des collectivités territoriales (FICOL) is being implemented by the Yvelines Department in partnership with the three Departments of Fouta, Podor, and Kanel with operational and technical support from the NGO Le Partenariat and AVN. It carries on from the NV Fouta project implemented since 2016 in North Senegal, aiming to integrate the NV eco-construction training programme with those offered by the three local Professional Training Centres, and have it recognised via official certification (CQB/CQP), as offered in Burkina Faso last season .

Nicolas Dupuy, Technical Director and Coordinator in Senegal of Le Partenariat gave a presentation of the NV technique during the launch ceremony, supported by a convincing intervention from Pierre Bédier citing the example of the many community buildings completed over the last few years as part of the NV Fouta project. Mamadou Dia, President of the Department of Podor, also intervened, stressing the importance of official recognition of the NV technical concept as part of the formalisation of the NV market.

En ce début d’année 2022, l’Agence Française de Développement (AFD) a engagé une grande consultation numérique pour l’élaboration de sa stratégie 2023-2027, appelant aux contributions de citoyens des secteurs publics et privés dans le monde entier.

Ce travail s’inscrit dans la volonté de l’AFD de mobiliser les parties-prenantes du développement, d’engager les moyens nécessaires au changement et d’encourager le "faire ensemble" pour la mise en œuvre d’actions concrètes et durables au service des Objectifs de Développement Durable.

✅ La proposition d’AVN à cette consultation porte sur la mise en œuvre de son programme de "déploiement d’un secteur écoconstruction bas carbone en Afrique Sahélienne" et des enjeux associés.

In February the French Ambassador to Senegal, His Excellence Philippe Lalliot, paid a visit to the NV Hôtel de Département of Matam and the construction site of the Hôtel de Département of Kanel, and also met the stakeholders of the DEFI-VN project (see below) which is due to launch soon.

In post since then end of 2019, the Ambassador had already met the staff of the NGO Le Partenariat, AVN’s partner for the NV Fouta projects (2016>2021) and DEFI-VN.

The DEFI-VN project: the Conseil Départemental des Yvelines, in partnership with the Departments of Kanel, Matam and Podor, has proposed a new project to the AFD, financed by FICOL, to promote NV ecoconstruction and the training of the actors of the sector (NV artisans and their teams, technicians, contractors, firms etc.), including the integration of NV training into the programmes of the three Professional Training Centres. AVN and Le Partenariat would implement this project with the support of the relevant Senegalese Departments and the Conseil Départemental des Yvelines and its representative in the Fouta, the Maison des Yvelines.

As part of the project for development of a bio-climatic construction sector for youth employment in North Benin, co-financed by the EU, AVN and the Union Communale des Coopératives des Producteurs d’Anacarde (UCCPA) of Ouaké organised, for the second year running, a competition for the « the most beautiful NV ». This competition aims to motivate NV clients to perfect the finishes of their NV buildings.

The prize-giving ceremony took place in March at the Mairie of Ouaké : three NVs built this season in Djougou were selected by the jury, drawn from AVN, the UCCPA, and the Mairie of Ouaké. The prizes, mainly food products, were awarded to the winners in the presence of members of local authorities and organisations.

AVN Mali is progressing the deployment of the Nubian Vault in the commune of Guégnéka in the Cercle of Dioïla, with the support of the Agence Belge de Développement (ENABEL).
The trainee masons and their teams who had joined AVN’s dual training programme in 2020, had reinforced their technical skills with the construction of « demonstration » NV chicken coops of different sizes, as well as their first buildings for private clients. As a result of the distribution of financial incentives for these buildings, they will be able to strengthen their skills on new projects by the end of the season. 14 NV buildings will be completed by the end of the season through this project. This deployment, supported by ENABEL, should facilitate the mobilisation of new resources and lead to a definitive establishment of the NV market in the region.

In February 2022 AVN Mali completed the construction of the first 8 onion storage barns in the Cercles of Gourma Rharous and Mopti in Mali, for the Association Agronomes et Vétérinaires Sans Frontières (AVSF) as part of the « 3 frontiers » project financed by the Agence Française de Développement (AFD). The barns were built by NV artisan-masons and their teams from other regions, as the NV market is not yet sufficiently developed in these zones of northern Mali.

The unstable security situation in the region had slowed down implementation of the project : two sites were mothballed as the villagers had fled. In addition, communication with the teams on-site had been hampered by access problems, and limited availability of water and rocks had also been an obstacle.

The two remaining barns should be completed by the end of the current season for AVSF partner organisations, but on other sites than those earlier identified, in the Cercle of Douentza.

As a result of this project, new collaborative projects between AVN-Mali and AVSF are currently being envisaged.

In mid-January, Anthony Kaye, Vice-Président of AVN, was invited by Dr Andrea Rieger-Jandl, anthropologist and specialist in earth architecture at the Technical University of Vienna, to give a video-conference lecture on the NV technical concept and AVN’s development strategy, to a group of 50 or so students and associates of the Vienna Earth Building Network .

AVN’s programme is clearly an excellent case-study which is arousing great interest internationally from major architectural and engineering institutions and universities, such as the École des Mines de Saint-Etienne, the École Africaine des Métiers de l’Architecture et de l’Urbanisme de Lomé (Togo), Sushant University of Delhi, India, and, in the near future, the École de Ponts ParisTech, where Thomas Granier, Co-founder and CEO of AVN, will be giving a lecture next April.

After implementation of the first formal recognition of NV masons’ skills (the VAE - Validation of acquired skills and the CQB - Basic qualification certifcate) AVN is continuing the institutional recognition of its eco-construction training programme in Burkina Faso.

In the context of its project of a « Dual and inclusive Nubian Vault training programme integrating all actors in the professional training sector and strengthening youth employment » financed by the Programme d’Appui à la Formation Professionnelle et à l’Apprentissage (PAFPA) in Burkina Faso, AVN has just signed the first collaboration agreement with a Professional Training Centre, the CEMCA-BTP, to deploy a pilot training programme in Nubian Vault eco-construction.

This programme will help resolve the problems of training and employability of youths in the informal sector through the combined inputs of the Professional Training Centre, AVN, and NV trainer masons, boosting the growth of the NV market through this increased institutional recognition and duplication of training opportunities.

The first pilot programme started in mid-January and will lead to formal CQB certification.

The CEMCA-BTP professional training centre had already accompanied AVN during the 2020-2021 season, by certifying 116 masons at CQB level and drawing up the CQP training curriculum.
This partnership is the start of a long collaboration between our two organisations.

Le 26 novembre dernier, AVN a signé un protocole de partenariat avec l’ONG belge SOS Faim. Nos deux organisations scellent ainsi leur volonté de renforcer leur synergie et de mutualiser leurs moyens en matière de d’intervention, de plaidoyer, de levée de fonds et de stratégies opérationnelles.

Présente dans 6 pays d’Afrique, l’ONG belge SOS Faim et ses partenaires locaux soutiennent la co-construction de systèmes alimentaires durables visant l’amélioration des conditions de vie des populations sahéliennes, via une logique d’intervention adaptée aux spécificités du terrain, et étroitement liée, donc, à celle d’AVN.

Nos deux organisations collaborent déjà depuis 2018 à travers des projets de développement de l’écoconstruction en Voûte Nubienne au bénéfice des organisation paysannes locales :

• au Burkina Faso, avec le projet de développement du marché de la Voûte Nubienne sur 6 communes de la région Nord financé entre 2019 et 2021 par l’Agence Wallonne pour l’Air et le Climat (AWAC), mis en œuvre avec la Fédération Nationale des Groupements Naam (FNGN) ;
• au Mali, depuis 2018, dans le cadre du financement de 3 projets pilotes sur 7 communes intégrant la réalisation de bâtiments agricoles VN (près de 1100 m2) et la formation de paysans maçons dans les régions de Koulikouro et de Ségou, au bénéfices de nombreuses OP locales dont les faitières paysannes USCPCD et Yèrènyèton engagées en tant que Partenaires Opérateurs du programme d’AVN.

Rappelons que la problématique de l’habitat au Sahel reste au centre des enjeux climatiques actuels, et que l’accompagnement des populations locales pour leur adaptation et leur stabilisation face aux effets du changement climatique est aujourd’hui une nécessité à laquelle chacun peut contribuer.

Les financements à destination des pays en développement restent et resteront encore bien en-deçà des promesses faites par les pays du Nord dans le cadre de l’Accord de Paris. Qui plus est, le déséquilibre persistant entre les financements alloués à l’atténuation (80%) et à l’adaptation (20%) ne permettra pas de pallier aux besoins croissants de propositions permettant aux populations du Sud de s’adapter aux effets du changement climatique.
La Voûte Nubienne n’attend pas pour lutter contre le changement climatique en Afrique. Pas de "bla-bla-bla" comme dit Greta Thunberg, mais une solution concrète !

Financement climat : priorité donnée aux processus et non aux engagements

L’enjeu du financement climat international est un point récurrent des négociations climatiques. Cette année, une donnée supplémentaire est venue compliquer le débat : le retard pris par les pays développés quant à l’engagement de fournir 100 milliards de dollars par an dès 2020 aux pays en développement. Ce constat de manquement a crispé les discussions dès l’entame de la COP26 et a fortement affaibli les relations de confiance entre pays développés et pays en développement. Ainsi, les pays du nord ont « acté » ce retard dans la décision finale et ont confessé « leurs profonds regrets » quant à cette situation. A la déception de beaucoup de pays du Sud, il n’a pas été possible de s’accorder précisément sur la manière dont ce retard serait rattrapé (le Forum des pays vulnérables demandait par exemple de parvenir à 500 milliards pour la période 2020-2024[1]). Les pays du Nord sont seulement exhortés à « réaliser pleinement l’objectif de 100 milliards de dollars US de toute urgence et jusqu’en 2025 ».

Une avancée a toutefois pu être obtenue sur le plan du financement de l’adaptation, où les pays en développement ont obtenu que les financements dédiés à l’adaptation seraient doublés d’ici 2025, par rapport aux niveaux de 2019. Cette mention est positive car, d’une part, elle acte le déséquilibre important qui existe entre les financements alloués à l’atténuation et ceux alloués à l’adaptation (seulement 20% pour ces derniers, alors que l’Accord de Paris parle d’un équilibre entre les deux). D’autre part, il est bienvenu que les Parties aient pu s’accorder sur une date de départ claire (2019), ce qui facilite la reddition de comptes des pays donateurs et augmente la transparence. Dernier point clé des négociations sur le financement climat international : la définition d’un nouvel objectif pour la période qui suivra 2025. Là encore, les pays en développement attendaient des réponses claires et souhaitaient déjà pouvoir entrer dans le contenu des négociations. Il a cependant été jugé qu’il était trop tôt pour les négociations de fond. Par conséquent, les accords ont principalement porté sur la procédure et les méthodes d’adoption du futur objectif, via la mise en place d’un groupe de travail ad hoc.

Il est de coutume de revenir avec un sentiment mitigé des grandes conférences internationales sur le climat. On en attend beaucoup, et à raison : c’est l’enjeu du siècle qui se négocie, et derrière lui des millions de vies humaines.

C’est un honneur que d’avoir été sélectionné pour ce prix annuel qui existe depuis 1999. C’est le prix environnemental le plus renommé au monde. Tous les projets de protection de l’environnement peuvent être soumis, qu’ils soient de particuliers, d’entreprises ou d’ONG.

La cérémonie de remise des prix s’est déroulée pendant la COP26 à Glasgow le 8 novembre 2021.
